Many older homeowners face a capital gains tax barrier when selling homes with significant equity, limiting their ability to downsize or relocate. Nearly one-third of U.S. homeowners exceed the current tax exclusion, which hasn't been adjusted for inflation since 1997. Eliminating this tax could free up equity, boost housing supply, ease market shortages, and help younger buyers, addressing the "stay-put penalty" that restricts market turnover.
